Why Supplier Vetting Matters for Rice Importers
Rice is one of the world's most heavily traded commodities — and one of the most frequently misrepresented. Importers who skip due diligence risk receiving off-grade product, mislabeled varieties, or shipments from re-exporters adding a 15–30% markup. This checklist helps you separate genuine mill-direct Thai rice suppliers from trading companies, brokers, and middlemen.
Point 1: Confirm Mill Ownership — Ask for Factory Registration
The single most important distinction in Thai rice sourcing is whether your supplier owns a milling facility. Ask for: (1) Thai Department of Business Development (DBD) company registration number; (2) Factory operating license from Thailand's Ministry of Industry; (3) Export license from the Department of Foreign Trade (DFT). Mill-direct exporters can provide all three. Trading companies cannot — they will only show business registration, not factory documentation.
Point 2: Request Independent Lab Test Results (COA)
A Certificate of Analysis from an accredited third-party lab — SGS, Bureau Veritas, Intertek, or Thailand's National Bureau of Agricultural Commodity and Food Standards (ACFS) — should show: moisture content (max 14%), broken percentage (matching grade claimed), purity (min 99.5%), foreign matter (max 0.5%), and pesticide residue (below Codex Alimentarius limits). Ask for COAs from the last 3–6 shipments, not just one.

A genuine Thai rice mill exporting to your target region will have existing buyers you can contact. Ask for 3 references: company name, country, volume per year, and a contact email. Follow up directly. Red flag: a supplier who claims to export to your market but cannot provide a single reference.
Point 5: Confirm Rice Variety with a Purity Test
Thai Hom Mali jasmine rice carries a GI (Geographical Indication) mark and must meet TAS 4001-2008 standards. If you're buying jasmine rice, require: (1) GI certificate from the DFT; (2) DNA variety test (available from ACFS) for bulk orders above 50 MT. Generic 'Thai jasmine' from non-GI certified mills may be fragrant varieties bred outside the Thung Kula Ronghai zone — lower aroma, lower price, but not authentic Hom Mali.
Point 6: Inspect Milling Capacity vs Your Order Volume
Ask for annual milling capacity in metric tons and compare it with your order volume. A mill claiming 500 MT/day capacity should be able to handle your 25 MT container with no issue. If a supplier seems hesitant about capacity — or quotes delivery times over 60 days for one container — they may be a trader sourcing from a third-party mill.
Point 7: Check Phytosanitary and Fumigation Track Record
Thailand's Department of Agriculture issues Phytosanitary Certificates for every rice export shipment. Request copies of Phytosanitary and Fumigation Certificates from recent shipments to verify the supplier is actively exporting (not just trading paper). Certificates with different milling locations than the supplier's stated factory address are a red flag.
Point 8: Evaluate Sample Quality Before Committing
Any legitimate Thai rice mill offers samples before order confirmation. Request 500g–1kg samples of the exact grade you intend to purchase. Evaluate: aroma (key for jasmine varieties), grain length and uniformity, broken percentage (compare claimed vs actual), color (no yellowing — a sign of poor storage), and moisture (dry grains indicate proper post-harvest handling). If a supplier requests payment for samples from a new buyer, be cautious.
Point 9: Negotiate a Fair Payment Structure
For first-time orders, the safest payment term is LC at sight (Letter of Credit). This protects you — payment is only released when the supplier presents compliant shipping documents. After 3–5 successful orders, TT 30/70 (30% deposit, 70% before BL) becomes standard. Never pay 100% in advance to a new supplier regardless of price discounts offered.
Point 10: Verify Packaging Specification Compliance
Confirm packaging meets your country's import regulations. EU buyers require labeling in multiple languages; US buyers require FDA-compliant nutritional panels; GCC/Halal markets require Arabic labeling and Halal certification on each bag. Ask for a sample bag with your target market's labeling. Mislabeled packages can result in customs rejection and costly re-export.
Point 11: Check Container Loading Photos and Weighbridge Tickets
Ask previous buyers or the supplier to share container loading photos (showing your lot number on bags) and weighbridge (truck scale) tickets. This simple step confirms the weight declared matches what was loaded. Discrepancies between declared weight and actual delivery weight are the most common dispute in rice import transactions.
Point 12: Assess Responsiveness and Documentation Speed
Professional Thai rice exporters respond to quotation requests within 24–48 hours. A binding Proforma Invoice should arrive within 4 business hours of your full specification. Export documentation (Phytosanitary, CO, Fumigation, COA) should be prepared within 5–7 business days of order confirmation. Delays in any of these stages indicate capacity constraints or inexperience that will amplify during actual shipment.
Red Flags That Indicate a Middleman, Not a Mill
Watch for these warning signs: (1) Cannot provide factory operating license; (2) Quotes prices significantly below market rate (indicates grade substitution risk); (3) Insists on TT 100% advance for first order; (4) Cannot provide references from active buyers in your market; (5) Delivery lead time exceeds 45 days for one container; (6) Phytosanitary Certificates list a different milling location than the supplier's address.
